No:
Your eligibility for VA benefits and the maximum amount available can be confirmed with your local VA office at 1-800-827-1000, prior to enrollment. If you have never used educational benefits, the Application for VA Benefits Form is available VA Form DD 22-1990
Yes:
If you have previously used VA benefits at any other educational institution (flight training or otherwise), you must submit a "Change of Place of Training" VA Form DD 22-1995
